Pangang Group Research Institute Co., Ltd. (hereinafter referred to as the Research Institute), also known as the Ansteel Research Institute of Vanadium & Titanium (Iron & Steel), originated from the Anshan Iron and Steel Research Institute, which was approved by the former State Economic Commission of China and established in Anshan, Liaoning Province, in 1964. In October of the same year, following decisions by the State Science and Technology Commission and the State Planning Commission, the institute was relocated to Xichang, Sichuan Province, and renamed the Southwest Iron and Steel Research Institute of the Ministry of Metallurgical Industry. In 1972, the institute was relocated to Panzhihua and renamed the Panzhihua Iron and Steel Research Institute of the Ministry of Metallurgical Industry. In 1983, it was incorporated into Pangang Group, forming an integrated system combining industrial production with scientific research. In 2000, as one of China's 242 national research institutes, it was restructured into a corporate entity as the Pangang Group Panzhihua Iron and Steel Research Institute. In 2007, Pangang Group Research Institute Co., Ltd. was officially established through institutional consolidation. Following the restructuring of Ansteel Group and Pangang Group, the Ansteel Research Institute of Vanadium & Titanium (Iron & Steel) was founded in 2013 and has since operated under a “two names, one organization” framework together with Pangang Group Research Institute Co., Ltd. In 2021, the State Key Laboratory of Comprehensive Utilization of Vanadium and Titanium Resources, the Ansteel Research Institute of Vanadium & Titanium (Iron & Steel), and Pangang Group Research Institute Co., Ltd. entered an integrated operational model, forming a market-oriented, innovation-driven science and technology enterprise under a modern corporate governance structure.
The Research Institute is oriented toward global scientific and technological frontiers, national strategic priorities, and the core demands of industrial development. Centered on the comprehensive development and utilization of vanadium–titanium magnetite resources in the Panxi region and the extension of the associated industrial value chain, the Institute aims to enhance resource utilization efficiency, upgrade industrial structures, and expand application fields for vanadium and titanium. Its research portfolio covers a wide range of key areas, including metallurgical separation of vanadium–titanium magnetite (iron, vanadium, titanium, and chromium); advanced extraction and processing technologies for vanadium and titanium; fine vanadium–titanium chemical products; titanium and specialty titanium materials; vanadium–titanium steels and advanced structural materials; vanadium-bearing railway steels; recovery and utilization of rare and precious metals; as well as energy conservation and environmental protection. Research activities encompass applied fundamental research, frontier and generic technologies, critical bottleneck technologies, and engineering-scale technology transfer. The Research Institute operates three major R&D bases located in Panzhihua, Chengdu, and Beijing. Following the principles of “one industry, one research institute” and “one strategic product or process platform, one project team,” its R&D system has been reorganized into an innovation framework comprising nine research institutes, six research centers, and two branch institutes, supported by 43 innovation and entrepreneurship project teams.
The Research Institute employs nearly 1,000 staff members, including 660 scientific and technical professionals. Among them are more than 50 high-level experts, including specially appointed academicians, nationally recognized middle-aged and young experts with outstanding contributions, national-level candidates of the Hundred-Thousand-Ten Thousand Talents Program, and recipients of the State Council Special Government Allowance. The Institute also includes 110 doctoral degree holders and 298 senior technical professionals.
The Research Institute hosts several national-level innovation platforms, including the State Key Laboratory of Comprehensive Utilization of Vanadium and Titanium Resources, the National–Local Joint Engineering Research Center for High-Speed and Heavy-Haul Rail Development and Manufacturing Technologies, and a National Enterprise Technology Center. It also operates intellectual resource-sharing platforms such as the Industrial Technology Innovation Strategic Alliance for Comprehensive Utilization of Vanadium and Titanium Resources, the Vanadium–Titanium Industry Innovation Consortium, provincial academicians' workstations, and postdoctoral research stations. Analytical and testing capabilities are supported by CNAS- and CMA-accredited laboratories, while engineering-scale technology transfer and industrial incubation are enabled by pilot platforms featuring vanadium–titanium process demonstration lines.
The Institute currently holds total assets of RMB 1.108 billion and operates more than 4,000 sets of advanced instruments and equipment. Specialized laboratories have been established in areas including titanium–steel integration, heavy-rail materials, mineral metallurgy, titanium chemical engineering, vanadium technologies, environmental engineering, titanium casting, additive manufacturing, materials forming, welding, heat treatment, physical and chemical testing, and numerical simulation. Pilot-scale facilities include platforms for comprehensive vanadium–titanium resource utilization (100,000 t/a), titanium tetrachloride production from blast-furnace slag (10,000 t/a), high-quality titanium-rich material production (5,000 t/a), new titanium dioxide product trials (300 t/a), and fluidized-bed chlorination processes. The Research Institute has also established joint laboratories with leading universities, research institutes, and enterprises, including Harbin Institute of Technology, Tianjin University, Southwest Petroleum University, Southwest Jiaotong University, the China Academy of Railway Sciences, as well as major industrial partners such as Changhong Group, Midea Group, Wankong Group, and Wuling Industrial Automobile Co., Ltd.
Over more than six decades of development, the Research Institute has become one of China's most influential comprehensive R&D institutions specializing in vanadium and titanium, serving as a core innovation driver for the development and utilization of the Panxi vanadium–titanium strategic resource base. Through independent innovation and nationally coordinated research programs, the Institute successfully addressed the global challenge of smelting high-titanium vanadium–titanium magnetite using conventional blast furnaces, transforming previously uneconomic refractory ores into valuable resources and initiating large-scale comprehensive utilization of vanadium–titanium resources. It developed complete technological systems for vanadium extraction via atomization and basic oxygen furnace (BOF) converter processes, enabling China to transition from a vanadium-importing country to a major exporter and supporting Pangang Group's development into the world's largest vanadium producer. The Institute also pioneered the recovery and utilization of titanium resources from vanadium–titanium magnetite, reshaping the global distribution and supply structure of titanium resources. These achievements have supported Pangang Group's growth into China's largest titanium raw-material base and the world's only producer capable of the integrated utilization of iron, vanadium, titanium, and chromium from vanadium–titanium magnetite. Overall, the Institute's technologies for comprehensive vanadium–titanium resource utilization remain at a leading international level. To date, the Research Institute has received 455 science and technology awards at the national and provincial (ministerial or industry association) levels, including 26 national-level awards. It holds more than 2,700 valid invention patents, including 181 international patents, and has led or participated in the formulation and revision of over 70 international, national, and industry standards. Over the past five years, it has published 360 papers in core journals, including 86 papers indexed by SCI or Ei Compendex.
Aligned with China's innovation-driven development strategy and national priorities for critical materials research, the Research Institute remains committed to advancing scientific innovation and technology entrepreneurship. It actively undertakes major national tasks in key materials development and is building a third-generation technology system for the comprehensive utilization of vanadium–titanium resources in the Panxi region. By fostering original technological breakthroughs and supporting the development of modern titanium and specialty metal materials value chains, the Institute aims to achieve world-leading performance in vanadium–titanium resource utilization and advanced materials innovation, and to further develop into an internationally recognized, distinctive, first-class research institute.

Chongqing University is a national key university directly administered by the Ministry of Education of China.
